A good goal survives compliance review because it's measurable and observable — and it serves the student because it's written in plain language a parent can picture.
The reliable formula
By [date], given [condition/support], [student] will [observable behaviour] to [criterion], as measured by [method].
Worked example
By June, given a visual checklist, Aanya will start independent work within two minutes of instructions, in 4 of 5 observed sessions, as measured by teacher tally.
Smell-test before you submit
- Could two people watching agree it happened?
- Is the criterion a number, not a vibe?
- Would a parent understand it without a glossary?
If you can't measure it, it isn't a goal yet — it's a hope. Tighten until it's countable.
